What is the purpose of a verbal warning?
- To allow the individual reasonable opportunity to comply
2. To let others around know that force will be deployed
What are authorized force options?
- Baton
- OC Spray
- Tear Gas
- Pepperball- requests shall be made through Special Events Unit Supervisor.
- Carotid Restraint Hold
- Pain compliance/control hold
- Body Strike- utilizing a body part as a striking device.
- Less lethal impact strikes
- K-9
- Taser- see policy 309
- Firearm- see policy 300
Policy for Carotid Restraint Hold
- For restraining a violent suspect
- Officer must have department approved training in use
- Only used when officer reasonably believes the hold is necessary to arrest and control a violent suspect; and will minimize risk to officer and others
- Anyone rendered unconscious from restraint shall be promptly examined by EMS or medical professional
- Officer shall inform anyone receiving custody or put in charge of suspect that he was subjected to hold and whether he lost consciousness
- inform supervisor promptly if hold is used
- use or attempted use of hold shall be thoroughly documented by the officer in any related reports
When should you avoid the Carotid restraint hold unless circumstances deem other options ineffective or more dangerous?
- Pregnant women
- Elderly
- Obvious juveniles
Things to consider when using pain compliance/control hold techniques
- Amount of control used based on level of resistance
- Ability to comply with direction or order of officer
- Sufficient warning to comply
Rules for using less lethal impact projectiles.
- Avoid head and neck unless suspect poses imminent threat of GBI or death
- Non-SWAT trained members shall not deploy non-lethal ammunition as a distraction or to increase visibility. If necessary contact a SWAT Supervisor or Commander
Things to consider before discharging a non-lethal shotgun
- Distance and angle to target
- Type and thickness of suspects clothing
- Suspects proximity to others
- Location of suspect
- Do suspects actions dictate need for an immediate response and use of controlled devices appears appropriate

When should officer provide/seek appropriate medical assistance before booking or release?
Suspect has:
1. sustained visible injury
- complains of pain
- Been rendered unconscious
- Received a Taser application
- Been struck with less lethal impact projectiles
EXCEPTION: When O.C. Spray used, subject may be treated on scene or by EMS, then taken to FCJ
Who should render CPR/First Aid?
When possible officer should render CPR/first aid until EMS arrives. If individual refuses medical attention it shall be fully documented in related reports; and if practical, witnessed by another officer and/or medical personnel.
When may you use force?
Only when it appears reasonable under the circumstance. A verbal warning should always precede force unless it would endanger others or is impractical.
When using the baton what areas of the body should be avoided?
head, neck, throat, spine, heart, kidneys, and groin should be avoided unless suspect poses an imminent threat to officer or others
What is the purpose of tear gas? And how is permission received to deploy it?
Purpose: for crowd control/dispersal or barricaded suspects.
Incident commander shall contact SWAT commander who will consider appropriate use
