What is the acceptable surface of the FOP?
Fully artificial or fully natural according to competition laws, must be green
What is the caution for a player making unauthorised markers on the FOP

- if this is done during the match, the player is cautioned when the ball is out of play

How big is the technical area and how many people are permitted?
1m from seating area and up to 1m away from touchline

When using GLT in a game, what do you need to do before starting the game?
Referee must check GLT is functioning as stated in the testing manual, if it doesn’t you need to contact the relevant authorities
Where is advertising not permitted?
- the FOP
- within the goal nets
- flags or flagposts
- technical areas
- referee review area
- on the ground within 1m of the boundary lines from when the teams enter the FOP to when they leave at half time + from 2nd half to end of the match
no extra equipment can be added to these areas

What is the caution for a player, sub or team official enters the VAR (VOR - video operation room)room

What is the caution for a player, sub or TO entering the RRA?
YC - caution
What action is taken if the ball becomes defective?
- during play
- during at kick off, GK, corner, FK, penalty, throw in
-stop play, restart with a dropped ball
-it is retaken
What are the circumstances for a penalty kick to be retaken with a defective ball?
must be before it touches a player, crossbar or goalposts
Where are additional balls kept?

If play starts and 1 team has 7 players, then they have a player deliberately leave the FOP and have less than 7 players - what action is taken?
Continue play until ball goes out of play, then game cannot go on
Who may participate in a match?
Only players listed on the team sheet before KO - if players arrive late but are listed on the team sheet they can play when they arrive
What is the maximum number of subs?
What are the rules for 1st teams

- a maximum of 3 sub opportunities
- may make subs at half time
*where both teams make a sub at the same time, it counts as a sub for them both, multiple subs by a team during the same stoppage in play counts as 1 sub opportunity
Can subs be made in extra time if a team has sub opportunities left over?
Yes
*some competitions allow teams an extra sub in ET
Can subs be made before ET or at half time during ET? Do these count as sub opportunities?
Yes
They do not count as sub opportunities
How many subs may be named?
3-15
number is according to competition rules
*competition rules state if an additional sub may be used in ET
In what cases can more subs be used?
- if ref is informed before the match
- if both teams agree
*if the above criteria is not, allowed up to 6
Where are return subs permitted?
youth, veterans, disability, grassroots
What is done when a player refuses to leave the FOP, when their team is trying to sub them?
Play continues
If a named sub starts the match instead of a named player without the referee being informed what happens?
- continue play without disciplinary action
- the named player can become the named sub
- the number of subs is not reduced
- report the incident to authorities
If a player changes places with the GK without informing the ref during the match, what action is taken?
- continue play
- caution both players when ball OOP
*for other offences players cautioned and restart play with IDFK from position of where ball was when play was stopped
If a player is sent off before submitting the team list what happens?
Cannot go on team list
What happens if a player is sent off after being named on the team list, before KO?
Replace with named substitute
Number of subs for the team is not reduced
If an outside agent (everyone not on the team list), team official, sub, player enters the FOP, the referee must:
- stop play only if there is interference
- remove the person when stoppage
- discipline
If play is stopped and the interference was by:
* a team official, substitute, substituted or sent-off player
* an outside agent
- play restarts with a direct free kick or penalty kick
- play restarts with a dropped ball
If there are interfering players and the ball is going into the goal and the defending player is not affected by play what action is taken?
goal is awarded even if contact is made
unless interference was by the attacking team
If a player enters the FOP without permission, what action is taken if:
- they do not interfere with play
- they interfere with play
- play advantage if possible, caution for entering FOP, restart with IDFK from where play was stopped if no interference
- stop play, caution, restart with DFK from position of interference
If a goal is scored with an extra person on the pitch who interfered with play, the goal is disallowed if the person was:
- a player, substitute, substituted player, sent-off player or team official of
the team that scored the goal; play is restarted with a direct free kick from
the position of the extra person - an outside agent who interfered with play unless a goal results as outlined
above in ‘Extra persons on the field of play’; play is restarted with a
dropped ball
If a goal is scored with an extra person on the pitch who interfered with play, the goal is allowed if the person was:
-a player, substitute, substituted player, sent-off player or team official of
the team that conceded the goal
- an outside agent who did not interfere with play
