A

To allow for dispatch if destinations or alternate wx are below mins but only in the conditional ( PROB, or TEMP )phrase of the forecast.
Only for domestic 121 operation
Not for high mins captains
2nd alternate is required
Main body of metar or TAF must be above mins

Conditional wx for destination can be as low as 1/2 of required visibility
For first alternate can be as low as 1/2 required visibility and ceiling
2nd alternate just normal alternate weather.
