Fire Station 15-1
Station 15 is an Inter-Local Cooperation Act fire station operated jointly by County Fire District 6 and Clark-Cowlitz Fire Rescue. County Fire Station 15 provides first responder fire and EMS service to the unincorporated areas within the two fire districts surrounding the Clark County Fair Grounds. Radio Identifiers: 151

Skamania County Fire District 26
All-volunteer Fire Protection District in the community of Northwoods, located on Forest highway N90 in the Gifford-Pinchot National Forest within Skamania County. This is Northeast of Cougar. Radio Identifiers: 26

Department of Natural Resources (DNR)
DNR. Several areas in the northeastern/central-eastern portions of Clark County where it is either wildlands or residents that live in the area that do not pay for Fire Coverage. In the event of a medical emergency, the only response will be either NCEMS (North country EMS) or AMR. In some areas, DNR has contracted with local districts to respond in case of a residential fire or to respond to wildland fires. DNR will always be advised of fire calls in their area but do not need to be advised on medical calls.
When we respond to DNR areas, we should notify DNR as well. They might send someone also and have other types of equipment.

How long do Fire Units have to go available after being dispatched?
Initial is 3 minutes. Either acknowledge on Radio or MDC. If no response after 3 minutes, preempt the unit and re-dispatch the same unit and reset the unit alarm for 1 minute. If there is still no response after 2nd dispatch, mark original unit UN (unavailable), and re-recommend unit to dispatch the next available unit. Then follow-up with original unit to verify status.

When do we voice call notes: (3 reasons)
1) Non MDC users 2) Requests to cancel additional units and the reason for cancellation. 3) Critical info or responder safety information
Command: UA
Unit Add. Click on the Add Unit button or type ARU <enter> from the command line. This will bring up the Add Additional Recommendations box and give you a list of apparatus and equipment. Click on the item or apparatus you need and click OK to dispatch. You can do multiple units within the same category (i.e. 2 engines) by simply clicking on the "engine" designator however many time you need to, and you can also add multiple types of apparatus, all at the same time (i.e. 1 engine and 1 tender).</enter>
Command: EXU
Exchange Unit. “Truck 1 will take the call for Engine 1” EXU, E1, T1
Command: D (Manually adding a SPECIFIC unit)
D - Dispatch. D,E1 (D WILL GIVE STATION TONES)
Command: DE
Dispatch Enroute. “Show E1 enroute with T1” DE,E1 (DE DOES NOT GIVE STATION TONES)
Command: TR
Transporting. “M52 enroute to Peace Health” TR,M52,PeaceHealth (SHOWS THE UNIT UN FOR DISPATCH. KEEPS THEM ON CURRENT EVENT, AND KEEPS ACCURATE TIMES OF LOCATION AND EVENT STATUS)
We don’t TR AMR units. They need to go to their AMR radio channel and do that.
Command: UL
Unit Locate. When fire will go with EMS in ambulance to the hospital. Fire needs to go pick up the medic. “E9 enroute to Peace Health to pick up firefighter” UL,E9,PeaceHealth PU FF (SHOWS THE UNIT UN FOR DISPATCH. KEEPS THEM ON CURRENT EVENT, AND KEEPS ACCURATE TIMES OF LOCATION AND EVENT STATUS)
Command: RD
Returning to District. Sometimes a unit may be clear from a call but out of their normal jurisdiction. Because CAD makes its recommendations based on location of a unit, an additional CAD command was created to show a unit as Returning to District instead of clear in these situations. “M52 returning to district” RD,M52
Command: R
R - Relocating. Occasionally units will ask you to move a unit from one station to another. The command is “R” follow by the apparatus., followed by station. R,E1,S7
Command: RB
Relocating Back. For returning a unit back to their home station. RB,E1
Command: AM and AQ
Available Mobile and Available Quarters. Any unit that has an MDC will automatically be cleared AM when cleared from a call. AQ is reserved for those units that do not have MDC capability. If they are placed in AM status instead, CAD will recommend that unit based on the location of their last event instead of their station location. At the end of the event upon clearing, CAD should place the unit in the AQ status, regardless of the unit’s physical location. Sometimes the units will request this on air which may sound like “Show SQ35 available in quarters” AQ,SQ35
Phantom Units
Dummy units. Placeholders used by CAD for Portland Units, Fire Marshals, or various other agencies. NOTE: When the actual unit respond use the Exchange Unit EXU command.
PENG / PTRUC
Portland Engine. Portland Truck. When Portland Fire is requested to assist, CAD will use the phantom units PENG / PTRUC as a reminder to call BOEC to request the correct apparatus.
VFM / CCFM / CWFM
Vancouver Fire Marshal. Clark County Fire Marshal. Camas/Washougal Fire Marshal. Placeholder until Fire Marshal responds.
Mutual Aid - Portland into Clark County
CAD automatic aid. Will recommend the placeholder unit from Portland PENG / PTRUC and the fire dispatcher will call BOEC and request the apparatus, give them the location, map page, and OPS Channel.
Mutual Aid - VFD into Portland
BOEC may call and request mutual aid at a location in Portland. Create an FMA-R event with the address of the event of the call that Vancouver needs to respond to and any pertinent information about the situation including radio channel. Determine what apparatus they need to respond and recommend units. “Add unit(s)” as appropriate to achieve the proper recommendation, and dispatch the call. Advise BOEC who is enroute. When the unit clear the Portland event, they will clear themselves upon returning to the area and being available for local incidents. NOTE: 29 (TRAFFIC ACCIDENT) CALLS ON THE BRIDGES PUT IN THE CALLTYPE NOT FMA-R IF BOEC REQUESTS A RESPONSE. AND DISPATCH WHATEVER UNIT IS BEING RECOMMENDED, EVEN IF BOEC IS ASKING FOR E1 OR E8 SPECIFICALLY).
ALL OTHER CALLS INTO PORTLAND USUALLY USE E1 (INTERSTATE BRIDGE) OR E8 (I-205 BRIDGE)
Move-Ups
Move-Ups are usually done by MUM (Move-Up Module) system unless jurisdiction outside of the county is involved. However, any Incident Commander can request an apparatus to move up and cover an area station.
Portland move-up to cover VFD station.
Create FMA-M call using the address of the Vancouver station and in the remarks type what type of apparatus being requested. Call BOEC and let them know the bridge they should use for the quickest response. Also provide them with the security code access for the station. (It’s under Supp Info @S1 or S8 for example). Add the Portland unit with PE# or PT# to CAD and relocate them to the station. Once the coverage is no longer needed make sure to delete the Portland unit.
VHF Channels and who uses VHF
2 OPS VHF Channels are available. Control 8 and Red-Net (also known as State Net). These VHF channels have been patched so that 800 MHz users can communicate with VHF users at the scene of an event. VHF users include: FD7, FD10, FD13, FD26, and NCEMS.
What do you type to assign an OPS channel
Type OPS to bring up the OPS Channel Status Box.
Assign one by typing OPSA,## in the command line.
What are on-scene reports called?
Size-Ups
Command: MPU
Message Page Unit. Anytime there is a multi-unit response or a structure response involving an agency with volunteers the OPS dispatcher will send the size-up information via pagers to all responders on the vent. Using the MPU command and the last three of the vent number, type the size-up information as you get it. This does 3 things at once: 1) Sends the size-up info to all responding units via text. 2) Documents the call with the same remarks. 3) Documents in the event that MPU was sent.

Incident Command System. It will list all the tasks you need to do on a call and document the time it was completed. MPU/Scene Size-Up, Start Burn Timer, Notify PUD, Create Event Ambulance, Create event for LAW - Traffic, PIO (VFD), Identify Fire Marshal Jurisdiction, Dispatch CCFM, VFM, CFM, or WFM, RED CROSS, 2nd Alarm CMD Post Location, 2nd Alarm Staging Area, 2nd Alarm INC CMD Phone#, 2nd Alarm CRESA DO.
Burn Timer Toolbar Button
Add the event number. Once the first arriving unit advises there is a working structure fire click on the Burn Timer 10. This will time-stamp the event and start the timer. Every 10 minutes the box will flash, advise command they are at 10, 20, 30, minutes on the burn timer. If beyond 30 minutes, type “40 mins” in the 10 min box.
Command: FUC
Fire Under Control. BC1 says fire is under control type FUC,BC1
Parking
The parking area is when additional personnel are needed but not the apparatus. Their status can show as parked or arrived. (They just need the people and not the trucks, so they park them somewhere specific on greater alarm).
How to upgrade the alarm level (2 ways)
Type F+ on command line or click the F+ button in the Event Information window. Then use the Recommended Unit(s) button to send the additional requested units.
Fire Radios are not encrypted.
Be aware of what you are saying over the radios. (For example garage codes).
Scenario: Unit is requesting police.
CAE or CST the call with event and subtype to generate a police call. Attempt to get a reason as to why law enforcement is needed.
