Federal system vs Confederation
in a federation, power is divided between central and state governments, whereas in a confederation, power is concentrated in the states
Expressed Powers
powers of the national government explicitly listed in the Constitution (coin money, regulate commerce, declare war)
Concurrent Powers
powers that are shared by both the federal government and state governments (tax, build roads, create lower courts)
Reserved Powers
powers that are not specifically granted to the federal government by the Constitution. The 10th Amendment gives these powers to the states
Full Faith and Credit Clause
states are required to recognize the laws and legal documents of other states (birth certificates, marriage licenses, drivers’ licenses)
Extradition
states may return fugitives to a state from which they have fled to avoid criminal prosecution at the request of the governor of the state
Block vs Categorical Grant
categorical grants have a specific purpose defined by law (sewage treatment, school lunch programs) while block grants can be used for a variety of purposes within a broad category (education, health care, public services)
