Helsinki 1975 - Brezhnev and Ford met for a conference on security and cooperation in Europe. Soviets agreed to respect human rights issues and sign the accords to keep their borders. resulted in a new wave of anti-communism in the soviet bloc
in vienna in 1979, Brezhnev and Carter met and produced SALT II. however, tensions were rising again, so the US ultimately refused to ratify SALT II and the Soviets invaded Afghanistan
SALT I
signed in 1972 by the USA and USSR
limited ICBMs and ABMs on both sides
successful short-term in slowing down the Arms Race and promoting arms limitation
criticised for not limiting the number of new nuclear weapons each side could produce
SALT II
signed in 1979 by the USA and USSR
placed further limits on nuclear weapons, this time on MIRVs
banned both sides from launching new missile programs
US refused to ratify the treaty because they believed the USSR was stockpiling weapons
