What was the Lex Papia et Poppaea and what were the penalties for not following it?

A

The Lex Papia et Poppaea was a Roman law introduced in 9 AD to encourage and strengthen marriage.

Introduced by consuls who themselves were unmarried, the law prevented celibate people from receiving inheritances and the real property would instead be transferred to the state unless the subject obeyed the law within one hundred days.

Even those who were married but had no children could only receive one half of their inheritance. Attempts to evade this part of the law via adoption were declared to be ineffectual.

It also became common for the Senate and the emperor to give, as a privilege, the advantages that this law afforded those with children.

Cai Lun was a Chinese inventor and eunuch court official of the Han Dynasty who is credited as the inventor of paper and papermaking in its modern form.

Paper, along with the compass, gunpowder, and printing, are considered China’s Four Great Inventions.
