- Legislation is proposed by the European Commission, which
consists of one person nominated by each member state. - the Commission also implements policy if it passes.
- the European Parliament (EP) votes on legislation proposed by
the Commission. - akin to an upper house, the Council of the European Union, that votes on proposed legislation.

- the EU’s “collective presidency.”
- not the council of the European Union
- similar to a ceremonial president and consists of the leaders of each member state, plus its own president
- provides the EU with general political directions and priorities.
- has no direct executive or legislative power

- EU is a full free trade area: goods, capital, and services cross borders free from taxes, tariffs, and quotas.
