Filibuster
The action by a single senator or a minority of senators to block a bill from passage by refusing to end discussion
Whips
Member of congress elected by his or her party to count potential votes and promote party unity in voting
Conference Committee
A joint committee of Congress appointed by the House of Representatives and the Senate to resolve differences on a particular bill
House Rules Committee
A committee in the House of Representatives that determines the rules by which bills will come to the floor, be debated, and so on
Closed Rule
A rule of procedure adopted by the House Rules Committee that severely limits the ability of members of congress to amend a bill
Open Rule
A rule of procedure adopted by the House Rules Committee that permits amendments to a bill
Cloture Rule
A senate debate procedure that permits that body to end debate and force a vote on a bill by a vote of 60 senators
Pocket veto
the indirect veto of a bill received by the president within 10 days of the adjournment of Congress, effected by the president’s retaining the bill unsigned until Congress adjourns

House
