In conclusion on the one hand, it could be argued that the Liberals eased the problem of poverty for the young, the Sick, unemployed and old. It is certainly true that the Liberal Reforms marked a change away from laissez faire to a more interventionist approach and there were key areas of success such as the 1909 labour exchange act, the labour exchanges did provide for the poor unemployed, and allowed for those who couldn’t find employment seek for work; the cleaning and clothing repair facilities also helped aid the poor unemployed. Furthermore, there were aspects of the old aged pensions act that provided support for the old. On the other hand, the Reforms had serious limitations. The fact that aspects of poverty such as housing were not dealt with by the legislation added to the idea that the reforms missed their target and areas such ss the 1908 children’s act that failed to provide support for the countries young and instead introduced measures to crimilize the poor youth of Britain between 1906-1914, such as the introduction of Borstals, and illegalization of begging. This rounds up to prove that the Success of the Reforms were limited. Overall, the liberal welfare reforms of 1906-1915 did not provide a significant improvement to the lives of the British poor.
