A

Isolate - Identify and isolate the crisis point

Contatainment/Causualty care/ contact - Diamond containment at minimum around the crisis point

Long Guns / Less Lethal - Balance of long guns and less lethal at containment points

Evacuation - Evacuation and/or shelter in place at adjacet premises required

Authorizations - Lawfully positioned, arrest/apprehension authority, use of force authority and

Reactionary Plan -
a: immediate action plan (IAP/Confrontation plan - only to be undertaken if there are reasonable grounds to believe death or serious bodily harm is imminent
b: break out plans (BOP) both on foot and in vehicle
c: Surrender Plan (SP)
d: Deliberate Action plan (DAP)
-means the preferred course of action developed at the scene in conjunction with the best itellifence gathered at the time. It is based upon anticipated actions by the subject and in the interest of public/officer safety. The DAP must be approved by the Critical incident commander.
e: Alternate action plan (AAP)
-means an alternative course of action developed as a contingency in the event the Deliberate Action Plan (DAP) cannot be actioned or is no longer the most appropriate plan given the situational factors that exist at the time. It is based upon anticipated actions by the subject and is in the interest of public / officer safety. The AAP must be approved by the Critical incident comander.

means a person(s) who is in a place of restricted access/limited access/environmental risk (including areas involving heights), who has threatened to cause harm to themselves or another person, or is otherwise wanted by police and there is the belief that the subject does not intend to surrender.

What are the three requirements for ER001

A

(a) the subject has a weapon or suspected access to weapons and threatens harm to self or others AND the subject is in a barricaded location or a location of limited access, which may include confined spaces, heights (i.e. bridge, balcony, tower) or environmental risk (i.e. presence of flammables, chemical agents or explosives);

(b) the subject has a weapon or suspected access to weapons, is wanted by police, is refusing to surrender or communicate with police AND the subject is in a barricaded location or a location of limited access, which may include confined spaces, heights (i.e. bridge, balcony, tower) or environmental risk (i.e. presence of flammables, chemical agents or explosives); or

(c) the subject is in a location of environmental risk (i.e. presence of flammables, chemical agents or explosives) or heights (i.e. bridge, balcony, tower) and has harmed self or others or threatens to do so.

What are the duties of front line officers for a ER001

A

(a) maintain officer safety and the safety of others at all time;

(b) consider the elements of ICLEAR;

(c) attempt to confirm the information;

(d) be alert for signs of violence, weapons or any other potential danger/threats;

(e) take charge of the scene until a Platoon Supervisor arrives;

(f) request that Communications notify the Officer in Charge of the ERU;

(g) upon confirmation of an armed and barricaded Person or Hostage Situation, as per the ER-001 / ER-005 Incident Identification and Activation Checklist, update Communications on a continual basis with all available information including:

(i) the name of the involved person;
(ii) description of the subject(s) and weapon(s);
(iii) location of the subject(s); and

(h) wait for the arrival of the ERU, and employ no offensive actions, unless the officers believe, on reasonable grounds, that immediate action is required to;

(I) protect against the loss of life; or
(ii) prevent serious bodily harm;

(I) consider the effect of the immediate action and if it will increase the need to use lethal force;

(j) if necessary, and if safe to do so, render assistance to preserve life;

(k) maintain radio contact at all times;

(l) advise Communications and attending Units of the safest approach route;

(m) if it is necessary to communicate with the subject, do not agree to any demands made;

(n) maintain a position which maximizes cover; and

(o) set up a temporary Command Post in a safe location.

What is the role for a Patrol Sgt on ER001

A

(c) attend the call immediately as set out in Procedure LE-025 Supervision;

(d) ensure that elements of ICLEAR have been initiated;

(e) upon confirmation of an armed and barricaded Person or Hostage Situation:

(i) take command and control of the scene upon arrival until the Duty Inspector, Critical Incident Commander or ERU officers arrive on location;

(ii) maintain radio contact with Dispatchers;

(iii) ensure ERU has been notified;

(iv) ensure that all necessary emergency personnel have been contacted;

(v) update the Duty Inspector;

(vi) ensure a temporary Command Post is established;

(vii) remain at the temporary Command Post;

(viii) advise Communications of the new location for the Command Post if it has been moved; and the safest ingress route;

(ix) ensure that an inner and outer perimeter have been established, giving consideration to vehicular and pedestrian traffic;

(x) provide a briefing to the attending ERU officers, Duty Inspector and Critical Incident Commander;

(xi) comply with and follow instructions from the ERU officers regarding:

a) containment; and

b) tactical response;

(xii) remain at the Command Post and maintain the uniform perimeter;

(f) upon arrival, if required to provide less than lethal coverage with Conductive Energy Weapon (CEW), ensure a second supervisor attends the call immediately to assume the duties listed in section G.4; and

(g) upon arrival, if trained as a Crisis Negotiator, ensure a second supervisor attends the call immediately to assume the duties listed in section G.4 prior to engaging in any Crisis Negotiator duties.

(d) identify a member responsible for the preparation of judicial authorization(s) for arrests, entry and for search & seizure as required;

(j) assume command and control of the scene from the CIC following the conclusion or resolution of the critical incident; and

(k) perform any other investigative duties as required in Procedure LE-006 Criminal Investigative Management Plan.
