in a closed system, water molecules will collect as vapour over the liquid. As the water vapor molecules strike the water their KE dispereses and condesnation begins. As saturation is achieved the system is at equillibrium and dynamic equilibrium is achieved. This is where the rate of condensation and evaporation are equal
