Authority for law incidents ?
Law enforcement agencies but per AB 1598 states we should work collaboratively
Hot Zone
Direct and immediate threat exist. In range of direct gunfire/explosive devices or an unsearched/unsecured area. And IDLH zone. Swat teams and TEMS specialist only
Warm Zone
Area where potential threat exist. Not direct or immediate. Been searched by law but threat still exist elsewhere in the building or venue. Also IDLH. Fire permitted to work with appropriate PPE including body armor and with Force Protection assistance
Cold Zone
No significant danger or threat can be reasonably anticipated. Determined by utilizing distance, geographic location or terrain with respect to type or firepower or explosive potential. Appropriate location for ICP, treatment areas, staging, and logs functions.
Casualty Collection Point (CCP)
Location secured by forced protection where victims can be temporarily moved to multiple CCPs can be established based on incident needs. Can be in hot zone or warm zone and staffed with appropriate level personnel.
Who determines zones
Law after assessment of the threat may not be static in nature not in concentric circles
Inner perimeter/outer perimeter
Inner area where threat or suspects are contained access controlled by law is and IDLH.
Outer also controlled by law but where support functions would be located. Public is excluded
Cover and concealment
Cover hard barrier that provides protection
Concealment visual obstruction only

Special Weapons and Tactics
First arriving LE who immediately deploy to the hot zone to engage
LE resource that enters hot zone under direct fir to rescue a victim I.e hostage situation
Tactical Combat Casualty Care (tccc)
Developed in battlefield settings by military. Patient population that is generally young adults focuses on the variables of penetrating trauma. Successful in combat injury outcomes.
Tactical emergency casualty care (TECC)
Based on TCCC focuses on LSI treatment and rapid hemorrhage and airway control. Along with rapid evac thru warm zone to cold zone and transport. Takes into account patient population. Minimum equipment used limited to field supplies tourniquets, large trauma dressing etc cardiac monitors should be avoided.
Rescue task force (RTF)
Comprised of fire and law 2 of each with one preferably a medic and a law leader to deploy to a warm zone or CCP to provide LSI and rapid extraction. Can respond to with less aster a risk assessment by the team leader designated as RTF 1, 2 etc
Fire can be unofficial leader as well
