What would the typical contents of a safety file (required under CDM) include?
- Description of the work carried out.
- Any residual hazards.

What type of work/range of activities are considered to be construction work?
Work on a structure or part of a structure including its:
• Erection, construction, extension, or structural alteration.
• Alteration, conversion, fitting-out, renovation, repair, refurbishment, commissioning.
• Disassembling or decommissioning.
Construction work also includes:
• Any work connected with site preparation.
• Any excavation or landscaping work done in connection with construction work.
• Assembling or installing prefabricated components for use in construction work.
• Taking apart a structure or part of a structure into its prefabricated components.
• Demolition work or asbestos removal work.
What are the Principal Designer’s duties under CDM?
Plan, manage, monitor and coordinate health and safety in the pre-construction phase of a project.
This includes:
• Identifying, eliminating or controlling foreseeable risks.
• Ensuring designers carry out their duties.
• Prepare and provide relevant information to other duty holders.
• Liaise with the principal contractor to help in the planning, management, monitoring and coordination of the construction phase.
What are the issues that need to be considered during an initial site assessment?
- Current or previous use.
- Site history.
- Area of the site (for example residential area, near schools, in an area of outstanding natural beauty.
- Topography of working area.
What are the typical elements of a temporary works procedure?
- Appointment of a Temporary Works Co-ordinator (TWC)
- Preparation of an adequate design brief.
- Completion and maintenance of a temporary works register.
- Production of a temporary works design (including a design risk assessment and a designer’s method statement where appropriate).
- Independent checking of the temporary works design.
- Issue of a design/design check certificate, if appropriate.
- Pre-erection inspection of the temporary works materials and components.
Under CDM, what is a client?
A Client is defined in CDM 2015 as “any person for whom a project is carried out”.
When must a construction project be notified in advance to the HSE?
A project is notifiable if either of the following conditions are met:
• The construction phase is 30 days or longer and involving at least 20 contractors on site working simultaneously at any point in the project, or:
• The construction phase will exceed 500-person days
What are the initial control measures that should be considered when site planning?
- The site layout.
- Access and egress for both people and vehicles.
- Routes around site should be planned so that deliveries, etc. are able to be delivered close to where they are needed or the storage area.
- There should be designated loading and unloading areas.
- Lighting needs to be considered with regards what type is needed and where, will it all be natural lighting or are local lighting needed for detailed work.
- Emergency arrangements will be needed for the site beforehand. These will need to be reviewed regularly as the site changes.

What are the (commercial) Client’s duties under CDM?
Make suitable arrangements for managing a project, including making sure:
• Other duty holders are appointed as appropriate.
• Sufficient time and resources are allocated.
Make sure:
• Relevant information is prepared and provided to other duty holders.
• The principal designer and principal contractor carry out their duties.
• Welfare facilities are provided.
What is the purpose of an initial site assessment?
In the initial visit, the main goal is information collection, which is gathering information about the basic scope of the project. This creates the baseline for the project, against which the state of affairs on subsequent visits is compared. A project must start properly if it is to finish properly.
What control measures should be in place to ensure site security, safety and order?
- Secure perimeter fencing.
- Good site access and egress for people and vehicles.
- Walkways and stair ways free from debris.
- Waste disposal arrangements.
- Materials storage areas.
- Control of flammable materials
What is the meaning of “temporary works”?
“(Those) parts of the works that allow or enable construction of, protect, support or provide access to, the permanent works and which might or might not remain in place at the completion of the works”.
What is the ratio of insured to uninsured accident costs?
For every insured £ there will be between £8 and £36 that is not recoverable.
What are the Principal Contractor’s duties under CDM?
Plan, manage, monitor and coordinate health and safety in the construction phase of a project. This includes:
• Liaising with the client and principal designer.
• Preparing the construction phase plan.
• Organising cooperation between contractors and coordinating their work.
Make sure:
• Suitable site inductions are provided.
• Reasonable steps are taken to prevent unauthorised access.
• Workers are consulted and engaged in securing their health and safety.
• Welfare facilities are provided.
