The H+ and OH- are present from water.

Electrolysis in aqueous solutions at the CATHODE
A
H+ and metal ions are present and Hydrogen gas will be produced IF the metal is more reactive than hydrogen.
If the metal is less reactive, then a solid layer of pure metal is produced.

Electrolysis of aqueous solutions at the ANODE
A
If OH- and halide ions (Cl-, I-, Br-) are present then chlorine, iodine or bromine is formed.
If no Halide is present then oxygen will be produced.
