Solution for earthquake mitigation
A
Increase industry tire such as hospitals.
Preserve some food reserves for population ( invade earthquakes destroys agriculture)
Invest in earth quake proof buildings.
Invest in training for soldier and medics to be able to mitigate the problems.

Epicentre 25km from port- au-Prince Magnitude 7.0 with shallow focus 5km 250,000 killed 1 million homeless 50 hospitals and 1300 schools damaged. Convergent plate boundary.
