A
  • Taxes - Smuggling
    -Travel and increased wealth and the fact guns were easier to obtain, horses cheaper, no patrolling officers and ex soldiers turned to crime when their careers ended (Highway Robbery)
    -Growth in puritans
  • Elderly and single women being blamed as they were most vulnerable.
