Principles of the Convention - Article 2
Non-discrimination
- Class discrimination: to be able to afford better education therefore have more support than others
- Regional discrimination: provision of day care policy, but the system differs depending on location and therefore differ in support and access
- Cultural discrimination (Indigenous kids): less access to childhood care
- Convention covers all forms of discrimination
Principles of the Convention - Article 3
Best interest of the child
- Best interest is being violated as they do not have equal access
- Best interest would be to have the best/equal access and assets to all children
- If not provided then kids are being hurt developmentally, mentally and in their future
- We are violating children’s right not having this system
Principles of the Convention - Article 6
Survival and Development
- If it related to human development it relates to rights
- We are failing this article if we do not accept that equal education (or education in general) relates to child’s development
- We must maximize access to education to maximize survival and quality of development
Principles of the Convention - Article 12
Participation Rights
- Crucial to education
- Provides a voice/context where the voice can be supported/encouraged
- A good system will support this (teach them their own rights)
Article 4 and Article 42
Article 4: countries should provide to their maximum support/potential
Article 42: suppose to publicize to both children and adults that they have rights

Day Care Article
- Parents need support
- State must supply that support
- Development of institutions, facilities and services for the support of development of children
- State must take all measures to make sure children have working parents, child care services

Poverty Aricle
- Standard of living and assisting parents
- If parents do not have access to free daycare (must pay out of pocket or take time off of work to care for child) they are more likely to fall into poverty

Access to Education/Kind of Education One Should Have
- Quality of education (what education should be doing)
- Not just daycare
- Education should forward children and aid their development

- The right to play and value of play related to the development of child

Right to Kids with Disabilities
- Education system must meet criteria to fully provide and take care of all children of all children’s disabilities

Commitment Level
- Canada has signed but is not implementing in ways other countries have (not a deep commitment)
- Somewhat between symbolic (lowest) and wavering (some commitment then loss of commitment) commitment
The Three Models in Challenge of Children’s Rights
- Social welfare model
- Public responsibility model
- Mixed responsibility model
Social Welfare Model
- Rely on care givers family and relatives
- Most do not have this ability
- Often associated with limited parental leave (not well supported)
Public Responsibility Model
- A national universal education
- Given to children by right
- Early childhood education and care
- France, Sweden - take very seriously in approach
