yes. The DMV does NOT have the authority (by CGS 14-227b) to impose administrative sanctions when an operator refuses to participate in SFST’s during the investigation phase of an OUI. The DMV does have the authority to do so when SFST’s are requested as part of the Drug Influence Evaluation
