- Economy is still based on agriculture so lots of children are needed to work the farms
- The tradition of marrying early
- Religious observance

- Birth rates drop below death rates
- Women not wanting to have children
- Childlessness becomes a want
- Ageing population means less children as they may not be able to have them
e.g. Japan
