Standing Committees

A

> The process of Concurrent Bills takes a very long time and requires the Conference Committee to engage in compromise, trading and so on to set an agreed version of the bill; 400 House bills stuck in Senate Limbo for example.

> Partisanship can still infect the Standing Committee structure: for example Obamacare took 6 months to finally pass into law as the Senate and HoR Republicans tried to kill the bill as it went against their ideology.

> Committees will have a house majority reflected in the
committees; in times when the government is not divided the Standing Committees can become very partisan and effectiveness of scrutiny is hindered as a result. For example Congress in 2017 passed a resolution that would allow ISPs to sell users’ internet user history to companies without the users consent; the committee quickly passed this resolution with little amendments made to the bill.
