Severe traffic congestion expected to last more than thirty minutes, heavy fog, flooding, major fires, snow or ice.

What is the procedure for issuing a Sigalert?

Field Sgt approves it, communications airs it, watch commander forwards the info to PIO, who in turn notifies media if necessary.
