He puts forward a good version of the teleological argument by a character called Cleanthes, and then he criticises via Philo. Even though his his objective is to criticise the design argument, he first puts forward a good version of it

- A watch is intricate and complex with many parts
-It has a specific pourpous, to tell the time, because of this it must have a designer
-the human eye and other parts of the human body are far more intricate than a watch
-therefore, the designer must be much more powerful and intelligent
