impacts causing further death and exacerbating suffering (Figure 12.4).

Examples are technological or
industrial accidents that involve hazardous materials and that occur where these materials are
being produced or used or when they are being transported.
Environmental emergencies
involve a breakdown of authority and such
activities as looting, or attacks on strategic installations. Complex emergencies also include
conflict situations and war.
Complex emergencies.
involve a sudden onset of a contagious disease
that affects the health of a large number of people over a wide area and therefore also disrupts
services and businesses, bringing economic and social costs.
Pandemic emergencies

preparedness, response, recovery
refers to the policies, administrative decisions, and operational activities
required to prepare for, respond to, mitigate, and repair the effects of natural or man-made
disasters
disaster management
refers to carrying out activities designed to minimize loss of life and damage in the event of a disaster.
disaster preparedness
is the most important method of reducing the
potential impact of disasters: for example, by removing people and property from a threatened
location and by facilitating timely and effective rescue, relief, and rehabilitation
preparedness
describes a coordinated multiagency response to diminish the impact of a
disaster and its long-term results. Relief activities include rescue, relocation, providing food and
water, preventing disease and disability, repairing vital services such as telecommunications and
transport, and providing temporary shelter and emergency health care.
disaster response
is the final phase of the disaster management continuum and involves
rebuilding infrastructure and providing health care and rehabilitation.
