what is a welfare state?
a welfare state is a country or a place where its people are guaranteed a good standard of living, opportunities, employment and a fair distribution of wealth

- well being of its people the state’s responsibility
- every citizen enjoys social and economic justice
- there is equality of opportunity for all, esp. in terms of employment
