Dec 2022. Gender Recognition Reform (Scotland) Bill. Section 35 allows the UK government to challenge Scottish legislation under two circumstances: it is incompatible with international obligations, national security or defence interests; or where the legislation would have “an adverse effect” on reserved (not-devolved) matters.
