Q

why do deviations of social norms have some limitations

A

as deviating can also be good sometimes, an example is when the suffragettes went against the norm, and actually caused good to happen.
Another reason is that social norms change over time, such as homosexuality no longer classed as an abnormality.
deviation from social norms does not always have to be correlated to and classed with a mental health consequence, people can also just be very eccentric and showy.
