Indications of Strategic Defense

A

Following indications may be seen in the first phase of insurgency:-

(a) Mounting anti-government political activity.
(b) Strikes, riots, and civil unrest.
(c) Propaganda to discredit civil administration and police.
(d) Dacoities, political murders and communal or regional riots.
(e) Hoarding and concealment of food supplies in small caches.
(f) Appearance of agents into government and civil bodies.
(g) Infiltration of agents into government and civic bodies.
(h) Looting of arms and ammunition and increase in requests for arms licenses.

Indications of Stage II

A

(a) Destruction of administrative machinery by aggressive means.
(b) Preparation of battlefield area to include the following:-
(i) Storage of arms, ammunition, equipment and food in selected areas.
(ii) Intelligence survey of the capabilities of security forces and the area of the
proposed operations.
(iii) Preparation of secret routes of ingress and egress.

Indications of Stage III

A

(a) The bulk of the population has been won over and politically mobilized.
(b) Civil administration has collapsed.
(c) Preparation of the battle area is complete.
(d) Intelligence agencies of the government have been made ineffective and hostile
agencies are dominant.
(e) A stage has been reached when the government has to act in the manner desired by
the hostiles.
(f) The strength of the security forces in the battle area is such that their destruction will
result in the collapse of the entire military control of the territory.
(g) Security forces located outside the battle area cannot reinforce the forces in it.
(h) Hostile forces are mustered in overwhelming strength to achieve their mission.
