A

The first attempt at organizing the govt of the U.S., consisting of a unicameral Congress. Did not permit Congress to tax, regulate foreign or interstate commerce, or enforce its laws. The Articles of Confederation failed as it formed an alliance of sovereign state govts with too weak a national govt.
