  2. SALT was an Anti-Ballistic Missile Treaty.

  4. The USA and the USSR agreed that there would be no further production of strategic ballistic missiles.
  5. Both powers agreed that submarines carrying nuclear weapons would only be introduced when existing stocks of intercontinental ballistic missiles became obsolete.

  1. Helsinki was a high point when agreements were reached about human rights, security and co-operation.
  2. 35 countries signed agreements.
  3. The Soviet Union accepted the existence of West Germany. This seemed to relax relations and was a key feature of détente.
  4. The Western powers recognised the frontiers of Eastern Europe and Soviet influence in that area.
  5. The Soviets agreed to buy American grain and export oil to the West.
  6. The Soviets agreed to allow greater freedom in the Soviet Union to Western journalists.
  7. The Soviets agreed to give 21 days’ notice before holding military manoeuvres near to a frontier.
  8. The Soviets agreed to allow some inspection of human rights.
  9. Basic human rights were defined such as freedom of speech and religion and countries had to respect these.
