What is the first step in the design proposal?
creating a Project Execution Plan which includes:
• Scope of work for the RFP
• Interfaces with others involved in the project (In-house or External)
• Milestones (Major phases and Critical due dates)
Problems in Developing the
Project Definition
• Often not enough time is given to define the
project requirements
• May be performed by “non-designers”
• Designer may need to work with the sponsor to
develop
• “Needs” vs “Wants”
• Turnover of people can cause a change in definition

Design Project Manager Duties
• Defining the scope of work for the project
• Establishing a work plan, including budget and
schedule, for the proposal effort
• Monitoring the work plan to ensure effective
communication among team members
• Communicating with discipline managers to identify key personnel
• Assist in preparation of the proposal documents
• Attend the sponsor’s interview
• Participate in establishing a rate schedule
• Assimilating the list of project deliverables
Discipline Managers Duties
- Provide technical support
- Assigning people
- Preliminary designs
- Review sponsor information
- QC of the proposal documents
- Total work-hours for the project
Involve design team members early to:
- Define scope
- Identify problems
- Prepare realistic estimates and schedules
