Traditionally, prisoners lost the right to vote while incarcerated, so John Hirst, a convicted prisoners, began a legal campaign against this, originally dismissed by the UK High Court in 2001, but this judgment was overturned in 2005 by the European Court of Human Rights (ECtHR) in Strasbourg, which Hirst v UK found this ban was unlawful and in violent of Article 3 of the ECHR, with the implementation being delayed until 2017 with the justice secretary David Lidington proposed granting prisoners on temporary licence, effecting 100 prisoners at any one time
