population sizes is not what makes a world city but power/influence does. Multinational corporations are large businesses that operate in multiple countries. corps need to raise significant amounts of money so they are usually in major stock exchange cities and largest world banks

world cities have high quality univercities and reasearch instituations with skilled emplyees these cities contain the most skilled and high quality people - attracted smart people to high pay jobs
