Because he appeared lazy and corrupt which made the Conservatives feel that he couldn’t be bothered with them.

Because DLG was pocketing the money and being unfair instead of distributing it.

It proved the Conservatives were gaining more public support and popularity as Newport was traditionally a more Liberal/Labour part of the the United Kingdom.
Why did the Carlton Club cause the coalition split?
Andrew Bonar-Law gave a speech and it persuaded many Conservatives that it was the final straw so they ended up splitting the coalition optionally.
