In this sentence pattern, a question clause is included as part of a longer sentence. Remove desu and just have ka, then add a verb (te form) with kudasai making it interrogative.

I still have not submitted the report yet. まだ = still, yet, only & Vて いません = an action has not taken place or has not been done yet, and often used with まだ
