return the patient to at least the previous level of functioning

what is primary, secondary and tertiary care
primary
- promotes mental health and decreases mental illness
secondary
- intervention during acute crisis to prevent prolonged anxiety
tertiary
- provides support for people who have suffered from severe crisis
