found in chicargo the closer to the city centre, the more crime there was. The population changd over time but the crime stayed the same meaning it is the are not the people

- when a wave of immigrants arrived they went to the cheapest zones and social control broke down so crime occured. over time the immigrants moved to nicer places but were replaced with more immigrnats
- in some zones crime became the norm so was passed on
