What is a permit to work?
IT is a formal record to confirm that control measure are in place when particular operations are being carried out.
What is a “competent person” ?
It is a person designated and authorized under the Safety Management System.
What is an “ Authorised Officer”?
It is a person authorised by the Safety Mangement System to open and close Permits To Work.
What is the objective of the Permit To Work?
It is to identify the hazards and then to make sure that they are eliminated or effectively controlled by organised and predefined safety measures.
Differents SMS for individual ship will have different requirement of when, how and what format the permit is layd out but which are the PRINCIPLES that always apply?
- It should be relevant and as accurate as possible.
- Should state the location of the work.
- The nature of the wok being done.
- The nature and results of any preliminary tests being done.
- The measures undertaken to make the job.
- The safeguards that needs to be taken during the operation
- The period of its validity ( max 24h)
- Only the work specified on the permit to work should be carried out.
- The Officer in charge is responsible for insuring that the describe measure are put in place.
- The Officer in charge retains responsibility until the they have closed the permit or formally transfered to another Officer that is fully conversant with the situation.
- The qualified person designated to do the job wil have to countersign to indicate their awarness about the safety and control measure put in place.
- On completion of the work the competent person should notify the officer and permit should be closed.
What is a “Sanction For Test”
It is a formal form signed by a responsible person and issued to a person having the permission to carry out testing on any High Voltage circuit for example.
What categories of work would generally need a permit to work?

- Entry in enclosed space
- Gas testing equipment
- Hot Work
- Work at height / over the side
- General electric ( >1000V )
- Electric high voltage ( < 1000V )
- Working on deck during adverse weather.
- Working on or with Lift and/or Machinery.
