Can journalists ‘lift’ stories from their rivals ?

A

There is no copyright infringement by reporting re-written versions of facts published by others.

But do not lift EXCESSIVE bits of work and quotes (10-30%).

Make sure you are giving sufficient acknowledgement to author.

And - The material must also be publicly available (eg online)

This is according to the Copyright designs and patents act 1988 section 30 - defence of fair dealing.
