Cause of crimes : an immoral and idle underclass which is unwilling to work and is too dependent on an over generous welfare state so suggests that members of the underclass need to be weaned off benefits and Murray advocates reducing benefits and introducing penalties which force people to look for jobs

Benefits of crime outweigh the cost of crime so need situational crime prevention to reduce the opportunities for committing crime need to be reduced
- Target hardening :potential victims need to design out crime from their lives with personal security
- Greater surveillance :cctv and neighbourhood watch
- Environmental management e.g public space needs to be made more defensible like car parks being made more secure
Wilson and kelling : environmental crime prevention
Crime is caused by anti social behaviour such as vandalism, drug use, littering and physical harassment if these behaviours are allowed to continue it shows that the areas lack social control so any sign of environmental decline such as broken Windows should be tackled immediately + the police need to be more visible in their support of communities and should react with zero tolerance
