A law passed by congress ( in 1787 ) that said how the western lands would be governed.

- When the population has reached 60,000 they could apply to congress to become a state

What happened during Shay’s rebellion?
There were big money shortages so in Massachusetts judges ordered farmers to sell there lands in order to pay their debts. Then the farmers rebel under the leadership of Daniel Shays a revolutionary war hero. Then ( in 1786 ) shay and his. Followers close down courthouses, then they marched to the national arsenal in Springfield and steal all the weapons. Then the Massachusetts government ( finally ) stops them by sending the militia.
What did Shays’ rebellion show about our country and the articles of confederation?
The conflict showed that our nation was falling apart under the articles of confederation.
