Articles of Confederation
A
a plan for a loose union of the states under the authority of the Congress
- established a very weak central government
- states had spent several years fighting for their independence and did not want to give up their independence to a new central government

Northwest ordinance
A
- created the basis for governing much of the western territory
- law created a new territory North of the Ohio River Valley and east of the Mississippi
- Initially the Congress would choose a governor, secretary and 3 judges
- but when the region has 5000 males they can elect their legislature
- also guaranteed rights to the people living there

Powers of the Confederate Congress (3)

- declare war
- raise armies
- sign treaties
- do NOT have the power to impose taxes r regulate trade

Problems with trade, diplomacy, and economy
A
- Many American merchants borrowed money from British before the treaty of Paris and the states didn’t want to pay back the debt. The problem was that the congress could not make them pay the debt.
- In reaction to #1 the British refused to evacuate from American soil as stated in the treaty
