Define: President Pro Tempore
Unlike the House, there is no speaker in the Senate. Instead, there is the role of the President of the Senate - the Vice President
Role of President Pro Tempore
- Power to cast the deciding vote in the event of a tie in a Senate vote
- The President Pro Tempore is usually the longest serving member of the majority party
Role of the Vice President in Congress
VP rarely presides over matters in the Senate.
In his place the Senate chooses a President Pro Tempore who presides over the Senate

- Play a ‘number two’ role to the speaker, working closely with the speaker in setting the legislative agenda

- Liaison between House and the White House
Role of the Minority leader of the House
- Unlike the majority leader, the minority leader is the most important member of their party in the House
- May take on ‘leader of the opposition’ role depending on President

- Presiding officer of the house (Maintain order during debates)
- Represents constituents in districts
- Party leader - leader of majority in House
- Controls legislative agenda
