- Stalin wanted a massive compensation which would have cripple Germany whereas Truman wanted Germany to recover as a protection against communism
- Stalin had to set up a Communist government in Poland breaking the agreement at the Yalta to hold free elections
- Truman wanted free democratic elections to be held in all countries in Eastern Europe Stalin thought Truman was interfering too much
