what is a double majority?
a gvt that had the majority in the legislative assembly in both canada east and Canada wes.
what happened in 1854?
the conservatives were the majority in lower canada and the minority in upper canada. they couldn’t have a majority government so they created a minority government.
what is a minority government?
a gvt formed by a party that had less than 50% of the elected members in the legislative assembly. it governs with the support from other parties.
what led to ministerial instability?
because neither the liberals nor conservatives won the majority in upper Canada, it made it difficult to run the colony.
why did George brown suggest rep by pop?
Canada west’s population was bigger than canada east. if rep by bop would be put in place, canada west would have more seats.
what is proportional representation?
a system in which the number of members elected to the legislative assembly had to be in proportion to the population of each region.
why did George brown propose an alliance among the conservatives?
he thought but having an alliance it would end ministerial instability

the maritime provinces ended up joining the province of Canada
what happened in the Quebec conference?
federalism was created, the 72 resolutions was created. the railway was linked to all the provinces
what is federalism?
the power is divided between the 2 levels of gvt (federal and provincial)
