What are the tenants of the Government Performance and Results Act (GPRA)?
- 5 year strategic plans updated every 3 years
- Annual performance plans specify how funding will be used to accomplish the agencies strategic plans, outcomes and outputs
- Annual performance reports to the President and Congress
What are the Goals of the Government Performance and Results Act? (GPRA)
- Improve confidence in the capability of the feds
- Initiate program performance reform
- Improve federal program effectiveness and public accountability

Under the 1993 GPRA, also known as the “Results Act”, all expenditures must be tied to

How often must a 5 year strategic plan be updated?
Every 3 years it must be submitted by each agency. The DoD, however, is allowed to use the QDR to update its plan.
The Performance Plan must:
- Establish achievable performance goals
- express goals in objective, quantifiable, and measurable form
- establish performance indicators to measure relevant outputs, service levels, and outcomes
