The actual leadership running the state, exercising authority in a regime.
Authority
Citizens generally accept that state and their leaders have the right to issue rules with much interference from competitors, external or internal
Autonomous state
The state is completely independent from people and rulers are free to pursue their internal goals
Pluralistic state
The state is seized by social groups and policies depend on which groups is winning
Legitimacy
The belief that a rule, institution, or leader has the right to govern
Traditional legitimacy
Obey out of habit; cultural values
Charismatic legitimacy
Based on qualities of a leader and is tied to a specific leader
Rational-legal legitimacy
Based on a system of laws that procedures that are seen neutral and rational; obey leaders who inhabit offices, depersonalized, bureaucracy
