(smallpox, botulism, anthrax, tularemia, hemorrhagic fevers (Ebola/Plague)

second highest priority, agents are moderately easy to disseminate & have mod. morbidity rate & low mortality rates
(typhus fever, ricin toxin, e-coli, west nile virus
