Delphi Method
Structure process of public participation with the intent of coming to a consensus decision.
Created 1944 by the US Army Air Force
Series of questionnaires, after each round responses are presented then answers are revised based on replies heard. Over time answers move towards a single solution.
Nominal Group Technique
Group process - problem identification, solution generation and decision making that can be used for groups of any size. Solutions/opinions are shared and ranked.
Facilitation
Person with no direct stake helps groups that disagree work together to solve complex problems and come to a consensus.
Mediation
Neutral third party facilitates discussion in a structured multi-stage process to help parties reach a satisfactory agreement. Specifies measurable, achievable and realistic solutions. Final agreement in writing. Resolving conflict without involving the court system.
Public hearing
Associated with the Planning Commission, City Council or other governing body. Mandated by law, allow formal citizen input at the end of the planning process.
Process Evaluation
Engagement evaluation, involves collecting data in the planning and implementation phases. Frequency and content of planning meetings, inclusiveness of process and diversity/representativeness of planners.
Outcome Evaluation
Assesses the change resulting from community engagement. Evaluation conducted at the end of an engagement process.
Impact Evaluation
Seeks to establish evidence of causality. Requires random assignment of participants and the use of an intervention group and a control group. Can be challenging and costly to implement.
Negotiation
Involves discussion to reach an agreement. Usually results in a memorandum of agreement but it is generally not legally binding.
Arbitration
Third party determines a resolution which is legally binding. Mediation is non-binding.
