What are the five primary areas of ICS and the one additional that may be added if needed?

What roles shall remain a command function at all times?
Safety, Liaison, and PIO
What are the three levels of scene organization?
Strategic-IC and Command Staff operate, and are responsible for command functions
Tactical-Branch, Division or Group Officers manage the tactical activities for their assigned area or function
Task-The level where strategic and tactical objectives are accomplished
When is Unified Command required?
When there is more than one agency with incident jurisdiction or when incidents cross political jurisdictions
Multi-Agency Coordination Systems (MACS)
A combination of facilities, equipment, personnel, procedures and communications integrated into a common system with responsibility for coordinating and supporting incident management activities
-may contain an EOC
Joint Information System
Encompasses all PIO related to an incident, allowing an organized, integrated and coordinated mechanisms to delivery information
Is the JIC a physical location or just an organization?
physical location where PIOs from organization involved in incident management activities can collocate
Area Command?
Expansion of the IC function primarily designed to manage a very large incident that has multiple incident management teams assigned.
Area Command organization is normally small with personnel assigned to:
- Command
- Planning
- Logistics
What type of command structure requests resources to an established “base” where they (Command) then prioritizes calls and assigns units as necessary.

Assisting and cooperating with other agencies (such as police, red cross, public works, etc.)
Section Level?
Organizationally between the Branch level and the IC. This management level is a member of the IC’s General Staff
The Incident Management Team Consists of?
- IC’s Command Staff
- General Staff
A Deputy is?
fully qualified individual who, in the absence of a superior, can be delegated the authority to manage a functional operation or perform a specific task. A deputy can act as a relief for a superior and therefore must be fully qualified in that position
Branch Level?
Organizational Level having functional or geographical responsibility. The Branch Level is between Section and Division or Group in the Operations Section and between Sections and Units in the Logistics Section
Divisions?
Organizational levels having total responsibility for operations within a defined geographic area. Routine communications within a Division can be accomplished more effectively in a face-to-face mode
Groups?
Are established to divide the incident into functional areas of operations. Groups are composed of resources assembled to perform a special function not necessarily within a single geographic division.
Where do Groups fall in the ICS structure?
Between Branches and individual companies in the Operations section
Should groups operate in the same area when divisions are already operating?
Not advised
Strike Team?
comprised of a set number of the same type single resource, under the supervision of a Strike Team Leader
Task Force?
A combination of resources under the supervision of a Task Force Leader
Single Resource?
an individual unit that retains its own unit identification
Operations Chief does?
assists with the formulation of the incident action plan and is responsible for the management of all incident tactical activities that are applicable to the primary mission
-requests or releases resources as needed through the staging manager
Medical Group vs Medical Unit?
Medical Group is part of the Operations Section and deals with patients.
Medical Unit is part of the Logistics Section and is responsible for medical treatment/rehab for emergency workers on the incident scene
What is the Command Hospital?

The Planning Section Chief is responsible for?
Collecting, analyzing and disseminating information on an incident. Also responsible for the collection, evaluation, dissemination and use of information about the development of the incident and status of resources.
What is the Resource Unit Leader (RESTAT) responsible for?
maintaining the status of all assigned resources at an incident scene (reports to Plans)
Situation Unit Leader (SITSTAT) is responsible for?
the analysis of the situation as it progresses and reports to the Planning Section Chief
Logistics Section Chief responsibilities?
providing facilities, services and materials in support of the incident. This component secures all resources that are not a normal requirement of the FD
Service Branch Director responsibilities?
the management of all service activities at the incident, the operations of communications, medical and food units.
The communications unit leader is under the direction of?
The Service Branch Director of the Logistics Chief
The Lead Chaplain reports to?
The logistics section chief
The Support Branch Director supervises?
The operations of supply, facilities and ground support units
Supply Unit Leader?
responsible for ordering personnel, equipment and supplies, receiving and storing all supplies for the incident; maintaining an inventory of supplies; and servicing non-expendable supplies and equipment
The Facilities Unit Leader is responsible for?
the layout and activation of incident facilities, such as Base and the Incident Command Post. The unit provides sleeping and sanitation facilities for incident personnel and manages base operations.
Base Manager
Is responsible for stockpiling and cataloging resources (personnel, apparatus, tools and equipment) necessary, but not immediately available, for incident operations
Ground Support Unit Leader is responsible for?
support of out-of-service resources, transport of personnel, supplies, food and equipment; fueling, servicecs, maintenance and repair of vehicles and other ground support equipment; implement the traffic plan for the incident.
Welfare/Customer Service Branch Director
Responsible for providing an organized response for the physical well-being of civilian evacuees on an incident
Finance/Admin Section Chief Responsibities
Addressing any and all documentation needs, overseeing record keeping and documentation for potential cost recovery efforts or litigation on an incident
Does the physical location of the command post need to be communicated?
Yes
Prior to assuming command what information shall be obtained from the initial IC?
- What was the situation?
- What is the current situation?
- What are the strategy and tactics?
- What units are committed and where?
- What units are available?
- Any obvious safety concerns
If the first arriving officer initiates an offensive attack and plans to transfer command is he still in command?
Yes, they are still in command until the transfer of command has been confirmed
If initial actions call for an aggressive attack, the first officer will advise the chief what?
Of the need to transfer command, typically via the radio
When is the transfer of command complete?
When it is confirmed and announced
Staged units shall be located so they can reach the incident scene within ___ minutes of receiving an assignment.
